Playing areas must be properly enclosed or roped off so as to keep spectators from the field of play.
If the home club considers its ground to be unfit, confirmation must be readily sought from a bone-fide representative of a local referee society, the local parks or education authority whose decision is final. If so confirmed the home club after advising the competition administrator (07542 262669) must notify both the match officials and opponents prior to them travelling. If however the visiting team travels without due notice then 50% of its expenditure incurred shall be levied upon the home club. If the clubs cannot agree on the state of the ground then the referee shall, mindful of players safety and without the constraint of or undue pressure from either party concerned, shall decide upon its fitness. The decision to play or otherwise shall be accepted without question by both clubs.
Postponed cup games must normally be re-arranged for the following weekend. Should the ground look likely to be unfit for a second time, the Competition Administrator will have the discretion to determine an alternative venue, which may mean the game will be transferred to their opponents ground.
Team Selection & Substitutions
For the sake of uniformity throughout the competition club teams are allowed to select from seventeen (17) players and may exercise during ties – including Extra Time and the Golden Point should a need arise – the use of unlimited substitutes all of whom MUST be recorded on the Official Team Sheet for retention ahead of the tie by the match day referee.
Permits
BARLA no longer recognises the loaning from professional clubs of “Permit Players”. All participants selected for play and fielded in the competition must be recognised as “amateur” only and registered to the club in the prescribed manner.
Any player currently contracted to a Rugby Football League club as a professional is not eligible to play in these competitions.
Only three current ex-professional players per team are allowed to participate. It should be noted that once two years have elapsed from the date of a player’s last professional appearance then he will no longer count as ex-professional in any match played thereafter. Clubs are responsible for checking details of their ex-professional players and ensuring that the correct quotas of ex-professionals are played in the BARLA Cup Competitions.
Refer to BARLA rule 24.3 for information on ex professionals.
No player may play for more than one team in a competition in a season.
All players must play in at least two league or cup games to be eligible to play for a club in any semi-final or final.
Any team found guilty of fielding an ineligible player shall be fined a minimum of £100.00, shall forfeit the match and the offending player liable to be suspended for six matches.
The physiotherapist, who must be identified to the referee before the game, is permitted to enter the field of play to attend to injured players whilst the game is in progress.
It is the duty of each club’s PRO to give maximum publicity to the competition by ensuring that this draw and subsequent match previews, results and reports are issued to the mass media in your area.
All clubs must ensure that the jerseys worn in this competition are numbered 1 to 17. Clubs in default will be fined £10.00.
Kick Off Times
All competition ties must proceed as scheduled unless by mutual agreement, both club teams decide otherwise. In the event of change to the listed time to be notified to the Results Officer then the home club must liaise and confirm this with the appointed referee. Where there is disagreement or disputation regarding the kick off time then a tie proceeds as scheduled by the competition’s administrator.
If the scores are level at the end of normal time then extra time shall be played as detailed on the draw sheet
Clubs are reminded of Operational Rule 22.7 which decrees that any club which fails to fulfil its obligations shall be automatically eliminated from the competition and referred to the discipline committee
